Summary Chief Justice says security forces have failed to restore law and order in the metropolis.
KARACHI (Dunya News): Chief Justice Supreme Court Iftikhar Muhammad Chaudhary has said that the restoration of peace in Karachi is not possible without getting rid of arms mafia, land grabbers and delimitation in the city.
He was giving his remarks during the hearing of the case regarding implementation of the court decision on law and order situation in Karachi and Abbas Town tragedy .Larger bench comprising five judges resumed the hearing of the case on Thursday at Supreme Court Registry here under the chairmanship of CJP. The other member of the bench was Justice Jawad S.Khawaja, Justice Khilji Arif Hussain, Justice Amir Hani Muslim, and Justice Ijaz Afzal.
The bench showed its apprehension over mismanagement, saying that Karachi is burning rulers are making merriments for their personal interests.
Furthering his remarks, the Chief Justice said that there is neither permanent IG police nor Chief Secretary. The land is being allotted on the bogus documents. The court asked that who is handling the affairs of the city.
Who is the responsible for the non-compliance of the court orders. CM Syed Qaim Ali Shah would have to make clarification.
The court rejected the reply of DG Rangers and ordered him to abolish ‘no-go area’ form the area of Liyari, where the entrance of police and common man is prohibited .Such no-go areas are situated in every nook and corner of the city. After the report of DG Ranger not even a single bullet should be recovered from Liyari.
The bench said that the court is not governing the country; rather it may give orders about each and every matter but one thing is clear that SC would not take sigh of relief without restoring peace in the city.
Chief Secretary Arif Ahmed Khan has said that Chief Minister gave him the copy of the summary for removal of contract police officers , which he is presenting in the court.
Chief Justice Iftikhar Chaudhary said that the court does not want to bring morale of the police down , but there was no Einstein among the contract officers that without them Karachi police would has been become crippled.
During the hearing IG Sindh Ghulam Shabbir Sheikh has handed over the list of those political workers , who were found involved in the criminal activates and targeted killings.
The report revealed that police arrested some 81 target killers belong to MQM, 65 were from defunct Tehrik Taliban Pakistan(TTP),38 from Sunni Tehrik , 17 from Liyari Gang War, 13 of ANP, 13 were from banned People Amn Committee, 6 from PTI, 2 from Lashkar-i- Jhangvi and four each from Mohair Quami Movement and banned outfit Sipah-e-Muhammad..
The report also stated that police have arrested 20,428 accused but the challan of only 204 criminals were presented in the court during the period from 6 Oct 2011 to date. Similarly police conducted some 45535 and arrested 268 extortionists in 338 cases, whereas the challan of 152 were presented in the court.
