Punjab Assembly introduces amendment bill to recognize visually impaired as special persons, enabling access to certificates, jobs, education, healthcare, and government welfare schemes after approval
LAHORE (Web Desk) - The Punjab government has decided to include visually impaired individuals in the official list of special persons.
The Punjab Empowerment of Special Persons (Amendment) Bill 2025 was presented in the Punjab Assembly on Friday during the ongoing session.
According to the bill’s text, individuals with visual impairment will formally be recognized as special persons. Previously, blindness was not explicitly defined in the law. Under the amendment, persons with vision less than 3/60 as well as those with complete loss of eyesight will be included in the special persons category.
Once included in the list, visually impaired individuals will be eligible for special certificates, enabling them to benefit from government welfare schemes. The certification will also help them access employment opportunities, medical treatment, and educational facilities more easily.
The bill will be referred to the relevant committee for two months. After committee approval, it will be passed by the Punjab Assembly and sent to the Governor of Punjab for final assent.
