Summary A memo given to Mike Mullen by Mansoor Ijaz has been made public.

The letter urges the US to give tougher message to General Kayani and DG ISI General Pasha.The memo sent to the then head of Central Command general Mike Mullen said after the 10 May operation, Pakistan was facing an uncertain situation. The civilian government cannot stand the pressure, said the memo. If the civilian government is removed, the country would become a haven for Al-qaeda.It added it was a golden opportunity after Osama operation to have a civilian control over the intelligence agencies. Mike Mullen was urged to ask the military to control the intelligence agencies.It further said with the US help a new and a reliable security team could be formed. After this, a new and independent commission could be formed to probe the presence of Osama in Abbottabad. In the light of the new commission’s finding, the civilian and military official responsible for keeping Osama in Pakistan could be sacked. The new security team will take action agaisnt Al qaeda and Haqqani network, it was allegedly promised in the memo.The new security team will allow US incursions into Pakistan as well. The letter said the military leadership of the country has come to know the US can enter into Pak airspace with the help of stealth technology. The military leadership fears the US can attack Pak N-installation. The letter offered the new security team will formulate an acceptable framework for Pakistan’s N-programme.The new security formed with the help of US will bring about fundamental change in the policy of ISI to sever its ties with Haqqani network. Under the new policy, the culprits in Mumbai attack will be punished and handed over to India, the memo added.
