Summary Bureaucracy is out to block a bill meant to empower parliamentary committee for promotions.
The summary of the bill regarding procedure for appointments and promotion to top slots is to be presented in the Cabinet.Secretary Establishment Sohail Ahmad, who has now been made OSD, had warned the Cabinet that if the bill was passed, the details of property owned by government employees and officers would be published which might be “misused by some elements”.The Establishment Division has also objected that if the parliament passed the bill, the parliamentary committee would take over the Prime Minister’s power to post officers of Grade-20 and 21.According to the bill, the PM would still be the competent authority to post Grade-20 and 21 officers, but the confirmation would be required from the parliamentary committee.It was suggested in the bill that the officers’ sources of income would be publicised in the media before confirmation of posting.Moreover, the details of their local and foreign bank accounts would also need to be published in the government gazette.
