Summary Col. Joseph is not allowed to leave country but he has diplomatic immunity, said Gen. Raja Khalid.
ISLAMABAD (Dunya News) – Representative of federal government on Tuesday has submitted a reply in Islamabad High Court (IHC) in a case pertaining to killing of a citizen after being hit by US embassy’s car.
Deputy Attorney General Raja Khalid said that name of Colonel Joseph Emanuel Hall, who was driving the car, has been included in the blacklist.
Colonel Joseph is not allowed to leave the country but he has diplomatic immunity due to which he cannot be detained or trialed, he added.

Interior Ministry officials said that Pakistan was bound to grant the diplomat immunity under the Vienna Convention.
Earlier, IHC said, “He (Col. Joseph) would be an American in his own country. Being a diplomat does not means that he can kill our citizens. You would have surely panicked without any reason.”
Foreign Office had also summoned US Ambassador to Pakistan David Hale to lodge a formal protest against the incident. It stated that “justice will take its course” in accordance with local and international laws.
It is to be mentioned that a man was killed and two others sustained injuries when the United States military attaché Colonel Joseph’s car collided with a motorcycle in Islamabad.
