Summary The Houses also passed three other resolutions including reservations over recommendations of CII.

KARACHI (Dunya News) – Sindh Assembly on Monday approved Motor Vehicles (Amendment) Bill 2014 to increase fine on violation of traffic rules.

Sindh Minister for Parliamentary Affairs Sikandar Mendro presented the bill in House that was approved unanimously after the debate.

As per the amended bill, fine has been increased on violation of traffic rules. There will be an Rs 150 fine for the motorcyclists without a helmet

The fine for vehicles with tinted glasses has been increased to Rs1,000 from Rs300 while Rs 1000 fine will be charged for halting way of school bus and drivers will be fined Rs500 for making wrong turns. Buses which are overloaded and provide seating on the roof to commuters will be fined. Drivers without licenses will be fines Rs 500 and those driving irresponsibly will be fined Rs 1000.

Meanwhile, MPA of PPP Sharmila Farooqi tabled a resolution to pay tribute to founder of Pakistan Peoples Party and former PM Zulfikar Ali Bhutto and the House passed the resolution.

PML-F MPA Mehtab Rashdi tabled a resolution expressing reservation over the recommendations of Council of Islamic Ideology (CII) regarding under age marriage, second marriage and DNA test.

The resolution says that the minimum age limit for getting driving license and ID card is 18 years but the proposal for minimum age limit for marriage is being opposed by the CII.

Participating in the debante on the resolution, MQM’s parliamentary leader Syed Sardar Ahmad said that the Islamic Ideology Council can only present recommendations and the Assemblies enjoy the powers to make legislation on the approval or rejection about these recommendations.

Provincial Minster Sikandar Medro said that the CII was creating confusion. Sindh Education Minister Nisar Khoro said Islam prohibits second marriage without permission.

Irfanullah Marwat of PML-N said that the Islamic Ideology Council was not formed only to impose any decree on the nation. He said that banning DNA test was wrong and underage marriage should be banned.

The House unanimously approved the resolution while the House also passed a resolution condemning attack on an anchor of a private TV channel in Lahore.
