Summary The UN report says that human rights are being deliberately violated in Afghanistan.

A United Nation report on human rights violations in Afghanistan has revealed torture and misbehaves with the prisoners especially prisoners of war in Afghanistan’s intelligence centre known as the National Directorate of Security (NDS) interrogation centres.The report recommended immediate steps to stop and prevent torture and ill treatment at all NDS centres, where such practices have been used as a method of interrogation. It also urged Afghan government to probe all the reports of torture and ill treatment at NDS Centres in Herat, Kandahar, Khost, Laghman and Counter-Terrorism Department in Kabul.The report suggested to remove, prosecute and punish the officials found responsible in torture. It also called for allowing independent organizations including International Human Rights Organization and other NGOs working on the subject for monitoring these investigations and findings of these should be made to public. Moreover the detainees at NDS center should be provided the right of defending themselves as well as the access to lawyers so that the requirement of dispensation of justice may be fulfilled.The report also said that the Afghan police should be deputed at NDS centers to prevent torture under the guidance of Afghan Human Rights Commission. The violators of human rights should be arrested and taken to the law forthwith.The report also called the Afghan government for promptly issue directives prohibiting torture and ill treatment in allCircumstances to all NDS personnel and tell them that they will be prosecuted if found committing in such practices.The Afghan parliament should implement an external accountability mechanism that allows independent and transparent investigations into alleged abuses and ensure all NDS interrogators receive mandatory training in lawful and effective interrogation methods.The report also includes several interviews of the former prisoners, which were detained in NDS centers and subjected to the third degree violence during the course of interrogation. .
