Summary Despite disallowing US military action in Lybia, Congress has refused to freeze war funds.

The resolution for direct military intervention in Libya was rejected by 295 to 135 votes. Seventy pro-president members also opposed it. The resolution to stop Libyan war funds was also rejected by 238 to 180 votes. In war times president can veto such resolutions.
