ICC to seek arrest warrants for 3 Libyan leaders

Summary The ICC prosecutor has said that three top Libyan leaders are involved in crimes against humanity.

The International Criminal Court Prosecutor, Luis Moreno-Ocampo, told the United Nations Security Council that the evidence his office had collected established reasonable grounds to believe that widespread and systematic attacks were being committed against civilians by Moammar Gaddafis security forces.The Security Council had voted unanimously on February 26 to refer the Libyan crisis to the International Criminal Court and had asked the prosecutor to report in two months.Luis said that the evidence showed that government forces had been systematically shooting at peaceful protesters, using the same tactics in multiple locations. He said that systematic arrests, torture, killings and enforced disappearances of civilians had been reported in government-controlled areas, including Tripoli, Al Zariyah, Zintan and the Nafousa Mountains.Luis was investigating Moammar Gaddafi, his sons and close relatives who (he said) appeared to bear the greatest criminal responsibility for crimes against humanity in the current uprising. He said that he would seek arrest warrants in the coming weeks.
