Afghan President Hamid Karzai asked an International Donors Conference that Afghanistan wants responsibility for the country's security by 2014 on Tuesday. The international conference in Afghanistan released a communiqu agreeing that the forces should begin taking security responsibility in some areas by the end of this year and should lead security operations in all provinces by the end of 2014. Afghan National Security Forces (ANSF) should lead and conduct military operations in all provinces by the end of2014, said the communiqu. However, NATO chief Anders Fogh Rasmussen told a major international conference that the alliance would remain in Afghanistan even after Afghans take over responsibility for security. Afghan President Hamid Karzai says his government is working to take full responsibility for security in the war-torn country by the end of 2014 and Tuesday's conference is seeking to lay out a roadmap to Afghan leadership. Rasmussen said transition would be based on conditions, not calendars with NATO forces working to train Afghan police and army to take the lead in protecting the country from a nearly nine-year Taliban insurgency. Karzai also appealed for more control of $13 billion earmarked for development. Karzai did not ask for more money on Tuesday, but instead for more control of that already earmarked for the country. He said Afghanistan had enough commitments to last for three years.US Secretary of State Hillary Clinton, while addressing the conference said that efforts should be intensified to rebuilt the war-torn country.Earlier, the International Donors Conference opened in Kabul today, which is being attended by representatives of 70 countries besides the FMs of 40 countries.
