ISLAMABAD (Dunya News) - The seniority of three judges transferred from the Islamabad High Court has been affected, with all of them now placed as junior judges in their respective new courts.

According to details, the judges who were previously ranked among the top in the Islamabad High Court have moved down the seniority lists after their transfers to provincial high courts.

Justice Mohsin Akhtar Kayani, who held the second position in the Islamabad High Court seniority list, will now rank 12th in the Lahore High Court following his transfer.

Similarly, Justice Babar Sattar, previously third in seniority at the Islamabad High Court, has been placed sixth in the Peshawar High Court.

Meanwhile, Justice Saman Rafat Imtiaz, who was sixth in the Islamabad High Court seniority list, will now hold the 16th position in the Sindh High Court.

Following these transfers to Punjab, Sindh, and Khyber Pakhtunkhwa, all three judges will hear cases as junior judges in their respective courts. Additionally, Justice Babar Sattar is expected to become part of the administrative committee in his new posting.

JUSTICE MOHSIN AKHTAR KAYANI

Justice Kayani obtained his LLB from the University of Punjab in 1994, followed by an MA in Political Science in 1996. He later completed an LLM from the University of Karachi (2001–2003) and an MSc in Pakistan Studies in 2005. He also earned a Postgraduate Diploma in Human Rights from the University of Peshawar in collaboration with the Norwegian Institute of Human Rights, University of Oslo.

He was enrolled as an advocate of the District Courts in 1995, elevated to the High Court in 1997, and admitted to practice before the Supreme Court in 2009.

JUSTICE BABAR SATTAR

Justice Sattar studied law at the University of Oxford as a Rhodes Scholar and later earned a Master of Laws (LL.M.) from Harvard Law School. These internationally recognised qualifications formed the foundation of his advanced legal training before he began practising law in Pakistan.

He was enrolled as an Advocate of the Lahore High Court in 1994 and elevated to the Supreme Court of Pakistan in 2007. Prior to his judicial appointment, his practice focused on litigation and legal advisory work, supported by international experience gained after completing his studies abroad, including work with a New York-based law firm.

Sattar represented a number of high-profile clients, notably serving as counsel for Supreme Court Justice Qazi Faez Isa in proceedings arising from the 2019 presidential reference, where he raised concerns regarding procedural irregularities. His law firm also provided retainer-based advisory services to institutions, including in the education sector, without his direct involvement in their ownership or management.

In addition to his legal practice, he contributed to academia as a law professor and regularly wrote as a columnist and analyst on legal and constitutional matters.

JUSTICE SAMAN RAFAT IMTIAZ

Justice Saman Rafat Imtiaz completed her O-Levels in 1992 and A-Levels 1994 from Beaconhouse Public School, Karachi. She obtained her B.B.A Degree in 1998 from American University in Dubai and secured her degree of Juris Doctor in 2001 from University of Richmond, Virginia, United States.

Justice Imtiaz started her career as a lawyer in 2004 and established her own law firm in 2011 in Karachi specializing in corporate, commercial, banking, tax and other civil matters. She took oath as an Additional Judge of Islamabad High Court on December 17, 2021.
