Summary Speaker authorized to rule over assembly proceedings, Sibtain clarifies governor
LAHORE (Dunya News) – Punjab Assembly Speaker Sibtain Khan, in response to Punjab Governor Balighur Rehman’s letter to summon the Punjab Assembly session, on Thursday wrote that his [governor’s] call for session was unconstitutional.
Citing Article 209 of the Punjab Assembly s rules of procedure, he penned that governor’s call for assembly session on Dec 21 had no constitutional bearing. He further wrote that the speaker had the powers to issue ruling over any matter concerning the assembly, adding the Article 69 of the Constitution ensured protection to speaker’s rulings. “Governor’s claim that Punjab Chief Minister Parvez Elahi could not go for the vote of confidence in the assembly due to speaker’s ruling was false”, he added.
