Babar Awan said that Ministry for Religious Affairs cannot implement the decision of Lahore High Court due to shortage of time and staff. In his arguments before three-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry, Ministry for Religious Affairs AdvocateBabar Awan said only registered tour operators were being given Hajj and Umrah quota for several years.The Hajj quota was given to the private sector in 2006 to provide better facilities to the pilgrims.He said the present government has not allotted quota to any new tour operator.
