Summary PILDAT report maintains that internal-democracy within political parties did not progress in 2015

ISLAMABAD (Dunya News) – According to the latest report of the Pakistan Institute of Legislative Development and Transparency (PILDAT), democracy in the country improved during last year (2015) however the elected government did not give emphasis to the federal cabinet in regards to decision-making, reported Dunya News on Tuesday.

Democracy in the country has been given 50 percent score, which is more than what it scored (44 percent) a year ago (2014). However this score was comparatively less than the score achieved in 2013 which was the best of the country (54 percent).

The report stated that, despite the fact that Parliament is the most important platform when it comes to consensus, however in 2015 the ad-hoc committees i.e. All-Parties  Conferences (APCs) were more influential. Furthermore, the report states that the elected government also did not give any significance to the federal cabinet or the National Security Counil (NSC) as it was involved in decision-making while keeping a distance from democratic institutions.

The report says that only four sessions of the federal cabinet were called in the previous year, whereas according to the rules, it should be meeting 52 times. Likewise, not a single meeting of the NSC, the biggest legislative institution regarding national security, was called in 2015.

PILDAT report also maintains that the internal-democracy within political parties has also not progressed a significant degree whereas the pending cases were also not solved. The performance of judiciary in this regards was also unsatisfactory due to lack of reforms.
