ISLAMABAD (Dunya News) – Addressing the under training officers of the Officer Management Group (OMG) in Islamabad, Chief Justice of Pakistan Iftikhar Muhammad Chaudhry said that the judicial system had collapsed due to Nov 3 emergency.

 

He further said that political interference peeped into the bureaucratic structure, caused negative impact on administration and governance.

 

It triggered the lowering of standards, violation of principles of good administration, thus paving way for nepotism, cronyism and political interference, leading to poor governance, maladministration and indeed corruption.

 

He said that good governance was largely dependent on an upright honest and strong bureaucracy. Therefore, mere submission to the will of superior was not a commendable trait in a government servant.

 

He said the Supreme Court had also emphasized that the appointment and removal of civil servants was not to be politically motivated.

 

The court while dealing with the most important and long standing issue of favouritism, nepotism and exploitation of the government employees has held that appointments, removals and promotions must be made in accordance with law and the rules made thereunder; where no such law or rule exists and the matter has been left at the discretion of a designated public functionary, such discretion must be exercised in a structured, transparent and reasonable manner and in the public interest, he added.
