Summary Finance Division has notified to grant one premature increment to all govt servants.
ISLAMABAD (Online) - At last after delay of 11 years, Finance Division has notified to grant one pre-mature increment to all government servants, whose scales were upgraded by government after 2002.
In January 2002, Federal Services Tribunal (FST) had decided that up-gradation will be treated as promotion , which allowed one pre-mature increment to the employees who were upgraded, but government refused to accept the verdict of the tribunal.
During last decade , several civil employees from different department knocked the doors of FST for allowing one pre-mature increment on up-gradation and each time the tribunal had passed the orders to do the needful.
After a pile of decisions from FST in this regard , finally the tribunal while hearing a similar case , filed by Chairman Employees Association of Pakistan Military Accounts Department took a strong stance and ordered Secretary Finance to implement the decision forthwith or else he would has to pay fine of Rs 75,000 in the tribunal.
This hard order of FST forced Ministry of Finance to move the summary , which was approved by the competent authority and subsequently Finance Division Regulation Wing has issued notification in this connection.
However the payment of arrears would be made to the employees which were given up graded pay scales in the next financial year i.e after 1 July 2013 as no amount was earmarked for this unforeseen expense in the budget of ongoing financial year.
