China has criticized a U.S. Congress decision reaffirming that the U.S. government has the right to impose higher tariffs on goods from China and other state-run economies that subsidize their exports to the United States.Commerce Minister Chen Deming said Wednesday that China follows rules laid down by the World Trade Organization.He says China does not have a duty to abide by laws and regulations that go beyond the rules of international organizations.The House voted 370-39 to pass the measure. The Senate approved it Monday.The congressional action came after a federal appellate court ruled in December the Commerce Department did not have the authority to levy the punitive tariffs because Congress never explicitly given the agency that right.
