Summary Russia has lifted restrictions on Punjab potato imports, allowing 101 Pakistani exporters to resume shipments as Pakistan looks to expand agricultural exports.
ISLAMABAD (Shahid Ghumman) – Russia has lifted restrictions on potato imports from Punjab, allowing 101 Pakistani exporters to resume shipments from July 7 after reviewing Pakistan's phytosanitary control system, according to Pakistan's trade mission in Moscow.
The decision was formally conveyed to the Ministry of National Food Security and Research, marking the resumption of potato exports to the Russian market following months of trade restrictions.
Russian authorities, however, excluded two Pakistani exporters from the approved list, citing their failure to meet the phytosanitary requirements of the Eurasian Economic Union during previous exports to Russia.
According to official communication, potato imports from Punjab will be permitted subject to guarantees provided by Pakistan's Department of Plant Protection, which will oversee compliance with Russia's phytosanitary standards.
The Russian Federal Service for Veterinary and Phytosanitary Surveillance said the decision followed its review of Pakistan's list of potato exporters and planned export volumes from Punjab.
The authority also noted that it had already permitted three Pakistani exporters—Chase International, Zahid Kinnow Grading and Waxing Plant, and National Fruit—to resume exports in April.
Pakistan's trade mission has asked the Ministry of National Food Security to ensure the implementation of the Russian decision and facilitate exporters.
Pakistan had engaged Russian authorities after import restrictions were imposed in May 2025, submitting pest status records and laboratory reports confirming the absence of the pests and diseases cited by Russia.
Meanwhile, the Trade Development Authority of Pakistan (TDAP) and the Pakistan Horticulture Development and Export Company (PHDEC) have organised virtual business-to-business meetings to help exporters take advantage of renewed access to the Russian market.
Pakistan is also exploring alternative export routes to Central Asia through China and Iran following disruptions at the Torkham border.
The country has produced an estimated 12 million tonnes of potatoes this season, with around 4 million tonnes identified as surplus for export. Officials expect renewed access to the Russian market to help absorb excess supplies, support farmers, stabilise domestic prices and boost foreign exchange earning.
